AB-PMJAY Quality Certification

The AB PM-JAY Quality Certification was launched in 2019 as a collaborative initiative by the National Health Authority (NHA) and the Quality Council of India (QCI). It aims to ensure high standards of care in hospitals empanelled under the scheme. A three-tier system—Bronze, Silver, and Gold—recognizes hospitals for their commitment to quality and excellence in healthcare services.

1) Enhancing Patient Safety and Satisfaction: The program strengthens quality standards to ensure safer, more satisfying care.

2) Improving Quality Standards: Provides a structured framework for hospitals to comply with protocols and elevate service quality.

3) Motivating Healthcare Providers: Offers incentives (5% Bronze, 10% Silver, 15% Gold) to encourage hospitals to achieve higher standards.

4) Fostering a Quality Healthcare Ecosystem: Promotes a culture of continuous improvement across the Indian healthcare sector.

5) Financial incentives: Under the health benefit packages, Bronze, Silver, and Gold quality-certified hospitals receive additional financial incentives of 5%, 10%, and 15% respectively.

Eligibility for AB-PMJAY Quality certification:

Bronze Certification – AB PM-JAY Empanelled Hospitals (Not Certified by NABH/NQAS):
AB PM-JAY empanelled hospitals with a minimum of 10 operational beds will be eligible for Bronze Certification.

Bronze Certification – Non–AB PM-JAY Hospitals (Not Certified by NABH/NQAS):
Hospitals with a minimum of 10 operational beds will be eligible for Bronze Certification.

Silver Certification – AB PM-JAY Empanelled Hospitals (NABH Entry-Level Certified):
AB PM-JAY empanelled hospitals that have obtained NABH Entry-Level Certification will be eligible for Silver Certification.

Gold Certification – AB PM-JAY Empanelled Hospitals (NABH/NQAS Accredited):
AB PM-JAY empanelled hospitals accredited by NABH or NQAS will be eligible for Gold Certification.

Mandatory Licenses

1) Fire department clearance certificate
2) NOC from Pollution Control Board for air and water pollution 3) Lift license (If applicable)
4) Hospital Registration Certificate
5) Bio-medical waste management
6) PCPNDT Act Registration
7) AERB
8) Pharmacy License and Narcotics Drugs License (If applicable) 9) Ambulance Registration Certificate, Insurance policy,pollution control and driver licence

Assessment Methodology – Bronze Certification:
Assessment for Bronze Quality Certification shall be conducted in two stages, namely Desktop Assessment followed by On-Site Assessment. Both stages are mandatory.

Assessment Methodology – Silver and Gold Certification:
Assessment for Silver and Gold Quality Certification shall be conducted through Desktop Assessment only. No On-Site Assessment shall be conducted for these certification levels.

Application Failure and Reapplication:
Hospitals shall submit a new application in the event of failure to qualify during assessment or if the certification lapses due to non-renewal. For Bronze certification, the full applicable assessment fee shall be payable again.

Renewal Timelines:
Hospitals shall apply for renewal between three and six months before the date of expiry. A one-month grace period is permitted after expiry.

Upgradation of Certification:
Upgradation under AB PM-JAY Quality Certification is permitted only upon attainment of the requisite higher accreditation. Bronze-certified hospitals may upgrade to Silver upon obtaining NABH Entry-Level certification, and to Gold upon securing valid NABH Full Accreditation. The upgradation process is conducted through desktop assessment only.

Application Procedure – Empanelled Hospitals:
Empanelled hospitals shall log in to the HEM portal using registered credentials, select the Quality Certification module, complete the application form, upload required documents, make payment of applicable fees, and submit the application online.

Requirements for Silver and Gold Certification:
Hospitals shall submit a questionnaire comprising 25 AB PM-JAY specific questions and 20 Quality Audit questions along with supporting documentary and/or photographic evidence. Hard copy submissions are not permitted.

Non-Compliance Closure:
Hospitals shall be provided a maximum of two opportunities for closure of identified non-compliances. Each round shall allow thirty (30) days for submission of satisfactory evidence.

Bronze Certification:
The assessment fee for Bronze Quality Certification shall be â‚č30,000 for hospitals with up to 100 beds and â‚č35,000 for hospitals with more than 100 beds, plus applicable GST. Non-empanelled hospitals shall pay an additional amount of â‚č2,500. The assessment fee is non-refundable under all circumstances.

Silver and Gold Certification Fee:
The assessment fee for Silver and Gold Quality Certification shall be â‚č2,000 plus applicable GST per application, including renewals and upgradations.

*The Health Care Organizations (HCOs) shall arrange and bear the cost for the travelling, boarding and lodging for the assessor(s).The application fee once paid is non-refundable and non-transferable.

Validity of Certification:
Bronze Quality Certification shall be valid for a period of two years from the date of issue.
Silver Quality Certification shall be co-terminus with the validity of NABH Entry Level certification.
Gold Quality Certification shall be co-terminus with the validity of NABH Full or NQAS National accreditation. Hospitals shall ensure timely renewal to avoid lapse of certification.
